translate "munichois" FR to EN

while translating a text duscussing the Munich accords piror to WW II, I find the term "munichois" and "munichois anti-fascistes" .... any assistance greatly appreciated :)

Munichois means the inhabitants of Munich.

could the term(s) refer to the diplomats who were in Munich to negotiate the accords? especially as there were probably no citizens of Munich who would admit to being against Hitler at that time?
