C'est dans le futur que tu ne pourras pas assister n'est-ce pas ? Donc pas de raison de mettre au passé : can ou même will not be able to.
Pour désistement, je dirais cancellation. Et aussi : due to the health of my father.

Ne serait-ce pas mieux "due to my father's medical condition"? Just asking...

J'ai l'impression que c'est au passé Svernoux, car c'est le temps utilisé dans les deux phrases...

Plutôt que «participate in», ne vaut-il pas mieux de mettre «attend» ou «apply to» ?

Si c'est pour une fac thaïe, l'anglais n'a pas besoin d'être correct à 100%

Apply ça ne va pas, puisque je suppose que noname était déjà inscrit(e). Attend, ça marche, mais participate ça me semble aller aussi.
