Farsi to English Translation of Lead Seal (Pic attached)?

Hello,

I am conducting some historical research and would like to know the meaning of the emblem on this lead seal. The seal is Turkish circa 1903 to the best of my knowledge.

It rather looks like arabic !

it's not Devanagari script at all ( although it's true that you're not supposed to use only devanagari script to write sankrit)

It may be Farsi or Turkish or Arabic, they all use the arabic alphabet in 1903.
Acording the arabic system I can read [bû l s] it could be "Police" or a name.
