Antigua/Barbuda Government Plans 10 p.m. Youth Curfew.

ANTIGUA (CMC) -- The Antigua and Barbuda government is to table legislation that would allow the police to arrest young persons found on the streets after 10 o' clock at night.
Public Safety Minister Steadroy Benjamin will table the Juvenile Amendment Act when parliament meets on October 14. The government said the act is part of its war on crime announced by Prime Minister Lester Bird recently.

Mr. Benjamin said that the bill is designed to impose an obligation on parents and guardians to control the movements of their children.

He said that a juvenile, defined as someone under the age of 16, is liable to arrest and detention... at a police station if he or she is found on the streets after the designated hours, without a reasonable excuse. The person would be detained until released to their parents or guardian.
Mr. Benjamin said that the juvenile could also be brought before a Juvenile Court for appropriate orders to be made regarding his or her care, should it prove impossible to locate the parent or guardian.

The act also makes provision for a parent or guardian to be charged if it is proven that they allowed a juvenile to loiter on the streets or in any place after the stipulated deadline, or who does not restrain the juvenile from doing so.
