however there is a related expression
'to bring someone down a notch'
which means to act towards someone - who is being overconfident or arrogant - in a way to make them realise their behaviour

In french, maybe it means something like dégonfler?
I suspect that your expression may have been invented by someone to mean the opposite of this (in any case, I don't like the invented expression at all).
