I would especially use it in a situation where my son was lagging behind, - then I would say "skynde på" in Danish it would be "skynd dig".
An irritating foreman/superintendent/boss could use it too, but he might use an even more irritating/deragatory vocabulary.

Are you sure it's norwegian too? Would you use it? Skynd dere! for hurry up sounds more normal. But I am not that sure about Norwegian.
