It's not an exception: the phonetical values of î and â are absolutely the same, so the pronounciation remains untouched. No. Actually, untill the 2nd world war, the Romanian language used the "u" forms (there are written documents attesting). I find it a difficult and boring language. If it hadn't been my mother tongue, I would have never ever learnt it.
