from Thai to English?

It means something like don't come/you don't need to come. Depending on the context it can be more or less nice (like "it's OK, you don't need to come"... or "don't bother coming to see me", "don't come to see me again").

Thank you very much for your response. It was used in a letter before the sign-off as would "Sincerely", or "Love," would be used in English. Also, if only the word "ja" is used in the same instance, is that like a flirting or affectionate gesture?

As far as I know "ja" used like this doesn't have any particular meaning, but I'd need to know the context. Besides, I'm not used to transcriptions (there are so many ways to transcribe a word), so having the original Thai characters is always better to understand.
