Hag is from a Semitic root that meant pilgrimage. It has retained that meaning in Arabic. In Hebrew it has derived to "festival associated to a pilgrimage" then to just "festival, feast, holiday". Same'aH (or sameakh or sameach) means happy.

I think that Jews just say "Hag sameakh" at every festive celebration, but it is possible to say "Hag sameakh lePesah" or even "Pesah sameakh" but I'm not 100% sure.
