[Italian] Incompetente per territorio

Please could anyone advise - if an Italian court rules that it is "imcompetente per territoria", does that mean that it cannot act because it is limited to a geographical area, or does it mean that it is not qualified/authorised to deal with the particular type of legal issue or area of law which the case involves?
