le context : c'est l'utilisation d'un logiciel

Pour pouvoir générer les documents pré-remplis (par exemple le livret d’un produit), les modèles des différents états doivent être déclarés comme « Etats variables ».

I try it this way

To be able to generate the pre-filled documents (for example the booklet of a product), the models of the different reports must be declared like "variable reports"

I 'm not sure whether report is the best translation for état in this context

How about "different governmental forms"

Ok, but shouldn't "variable reports" rather be various forms?

Various is better I think, variable means that you can vary them, while various means that they come in different configurations according to what purpose they have.
"A batch of various forms used by government, municipality, universities and the like".
