I do not know hebrew, but I fear the word halloween does not exist in this language. In my humble meaning, the translation of halloween would probably be the same word or any adaptation to the hebrew alphabet/pronunciation.

For the complete translation of happy halloween, I can't help you.

As Halloween doe not exist in Hebrew and sound W neither; you just say :

טובHalloween חג (h'ag Halloween tov)
