The sentence being twisted, let's use a twisted means to translate : a translator (beurk !) :
What time is it, well pretty much ?

As a native Dutch speaker I would understand
"Quelle heure-est-il, bien à peu près ?"
as someone saying:
"Do you know what time it is? Don't look to hard, just estimate, that's enough for me thank you..."

So I guess I would translate it as :

"Do you know what time it is about now?"

or if you want to know time more specific
"Do you know what time it is right about now?"

I read today « The Marriage of Figaro », translated by John Wood (Penguin Classics).

« About what time is it ? » ... but I don't forfet « What time is it, more or less? »
