Je trouve cela opaque... mais, sans trop cerné le sens exact,je suggère "excuse me but is what I can ask you about the councils on a precise subject" Ca, c'est la reformulaion grammaticale, mais le sens n'en reste pas moins absent...excuses me but is what I can ask you of the councils on a precise subject?
Peut-être un traducteur pourrait-il nous éclairer (je n'ai pas leur exprérience)

council en anglais c'est un conseil dans le sens assemblee, groupe de personnes. (CSA=conseil superieur de l'audiovisuel)
un conseil dans le sens d'un avis, une recommandation, se dit advice
de plus "puis-je vous demander..?" exprime la demande d'une permission, il est preferable d'utiliser may et non can
une phrase correcte serait donc:
"excuse me but may I ask you some advice on a precise subject?"
