we identified that the last word of the phrase is "vastuuni" = "things", right?

is this translation right?
इच्छया वस्तूनि वर्तन्ते
ichchhayaa vastuuni vartante
why ichchhaayai in dative and not ichchhayaa in instrumental?
"for a will" means "for the benefit of a will" or "by means of a will"?

Your sentence in Sanskrit will translate as
Things are present by will.

There is a slight difference in the meaning.
